Acephate 97 UP (1 lb Bag) Generic Orthene Insect & Fire Ant Killer

This looks like long grain rice. I mixed as numerous horticultural experts advisec. 4tbl product to 1 tbp water. I used warm water.I stirred for several minutes & still no paste formed. I panted on base of my crape myrtles to treat for sooty mold causing insects. Maybe I purchased incorrect form of product but hope it works!! Yes the smell is horrible!
